Institutions remain dumping grounds for forgotten people

This website contains the outcome of a four-months long journalistic investigation, conducted mostly undercover in ten institutions for adults with intellectual disabilities or mental illnesses in Bulgaria, Romania and Serbia.

It uncovered evidence of human rights abuses, inhuman and degrading treatment and appalling neglect.

Reform is coming far too slowly to these institutions, where chronic neglect, filthy conditions, and the use of physical restraints and high-dosage drugs to control behaviour remain routine.
